The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity afforded by current data. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are demonstrably unable to substitute in the near term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, certainly, endure.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to compel Moscow to relinquish the land that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
